How do I make sure the rocket comes down close to the launch pad?

Try a smaller engine size (1/2A or A depending on the model) so the rocket does not launch too far away. For a parachute recovery system, consider cutting a spill hole in the middle of the parachute to reduce drag or reef the shroud lines to limit the opening of the parachute.  For streamers, you won’t be impacted as much by the wind, but you can cut the streamer shorter. Note that a recovery system is required for a safe launch.
