The NAR Model Rocket Safety Code provides guidance.

Model rockets are not to be launched on windy or cloudy days.

You don’t want wind to interfere with your rocket’s flight or have your model rocket weathercock.

Also, it is important to never launch a model rocket into clouds because you cannot see what might be in them.
